Yes, he is. Season 11, episode 1. He possesses Marnie without her consent, then uses her body to participate in an orgy. That is rape. Also, neither Marnie's husband or their friends consented to sex with Crowley. That is rape too. I also believe he assaulted Meg during the year he tortured her, based on several things, but it is not strictly canon.
